$42b in reserves Commenting

It seems Singapore has $42b in reserves for healthcare, according to Health Minister Khaw Boon Wan. Of this, $40b is in Singaporeans’ Medisave.

I have never heard any government point to people’s own savings and call them the country’s reserves. Aren’t reserves supposed to be funds that the government accumulates and taps on when the citizens need it? Or are you telling me CPF and Medisave funds are actually the government’s?
